In his analysis, Teich noted that there is a persistent capabilities gap between
small and mid-sized firms: Whereas some medium-sized firms can raise the capital
to invest in the technology assets they need to successfully compete, small
companies often find themselves at a distinct competitive disadvantage when they
are unable to meet market demand. Teich cited the role of small, local value-
added resellers (VARs), which are partnering with hosting companies like Hostway
